ARTICLE 1. Those members present (not less than five voting members), in answer to the call for regular or special meeting, of which due notice shall have been given, shall constitute quorum for the transaction of business.
ARTICLE 2. Roberts Rules of Order shall be authorized at all meetings of this Association. The order of business for regular meetings shall be:

ARTICLE 3. Amendments. These by-laws may be altered or amended at any annual meeting by a two-thirds vote of the members present, due notice of proposed amendment having been sent to all members at least ten days prior to said meeting
